The supervisor lockbox takes the rooms 1C, 3A, 2A, 3C in that order. The basement lockbox is 1525, painted over on a wall in apartment 1C.

Supervisor lockbox: 1C, 3A, 2A, 3C

There are four newspaper cutouts in apartment 1A, one for each tenant. Together they give the order of the rooms.

The number is painted over on a wall in apartment 1C. Mix Paint Solvent with alcohol (you find the solvent dried up first) to reveal it.

Nobody has found a clue for this code. You do not need it: the utility room gets you around the door.

The 1911 Service Pistol is on a desk in the building.
Laundry tokens (four in total), the Floor 4 button and the Apartment 4B key are all part of the route.
One of the nine inventory pouches is in the stairwell. Apartment 1B has one of the seven coffee machines.
Finishing the building earns Apartment 4B (Complete the Union Apartments). About 39% of Steam players have it.

Hotfix 1 fixed enemies blocking the elevator here. If they still block it, check that the game is up to date.
