Identify what stopped working
The official notes identify several progression symptoms. They establish that fixes were made, not that every similar symptom in every save has the same cause.

Use a small recovery record
Our recommendation is to record the installed build, location, last normal action, expected result and observed result. Compare that with the correct area guide: an unmet prerequisite should be investigated as a puzzle step, while an interaction that previously worked and then ceased deserves a reproducible bug report.
Update through your normal store and, if safe, retest the same case. Keep a backup before any manual save intervention. This guide does not recommend deleting saves, editing quest flags or following an unverified sequence of console commands.
When to stop repeating the attempt
If the same sequence remains blocked after checking the build and prerequisites, save the steps and a screenshot for official support. Repeating a long route without recording what changed can make the report harder to diagnose.
The notes do not guarantee retroactive repair of all older saves. For the Sheriff's Department, keep the puzzle guide's source distinctions alongside this technical checklist rather than assuming a code alone will resolve a broken encounter state.
